The important thing is to sand off the gritty rust until the metal is smooth; it's okay if it's still a little discolored by the rust. Put a good metal primer on that and some white paint and it looks good as new. Of course, in our case it was just the part of the cover that was closest to the sink that was rusted, so there wasn't *that* much work to do (and it really did look hideous, and would have been more of an eyesore after the painting). If there were many pieces that required a lot of sanding, that would have been tiring.
I wish you had not pointed out that it is possible to sand the rust off the baseboard covers...
